Build me billable time tracking for a small studio, with budgets that warn early.

STACK
- Astro with a Node adapter, SQLite via better-sqlite3
- Server-rendered, one small island for the running timer

THE MODEL
- Client, project, task, entry. An entry has a start, an end, a person and a note
- Rates live on the project, with an optional override per person and per task
- Rate changes are effective-dated; an old entry keeps the rate that applied when it happened

TIMERS
- One running timer per person; starting a second stops the first and says so
- A crash or a closed tab must not lose time: persist the start server-side, not in the browser
- Manual entry allowed, and flagged as manual in the record

BUDGETS
- Per project, in hours or in money, with a soft threshold at 80 per cent
- Crossing a threshold sends one email, once, and records that it was sent
- Burn-down chart from the entry log, computed at query time

INVOICING
- Select unbilled entries within a date range, group by task, and produce a total
- Marking them billed writes a billing record referencing every entry id, and entries become immutable

REPORTS
- Hours per person per week, per project, and realisation rate: billed hours over tracked hours

Include a README on the effective-dated rates, the timer recovery, and CSV export.
